Role: Digital Business Analyst (Public Sector with central government GDS experience & BPSS Clearance)

Location: Hybrid (70/30 Teddington, London/WFH ) with occasional expensed travel to Birmingham HQ

Rate: Up to £465 per day OUTSIDE IR35 dependent on experience and suitability

Term: 5 Month Contract (with possible extension)

Start: 31/10/22 earliest. 07/11/22 latest

Our client are a Digital Transformation Consultancy who provide resource for digital work programmes for various central government departs.

We require experienced, ideally BPSS certified Digital Business Analysts with excellent communication skills who are available by month-end to work on a BEIS OPSS Digital Refresh Programme that is in Discovery stage. To be considered you must have experience working in public sector for central government departments and therefore experience of working to Government Digital Services Guidelines (GDS) which are the guidelines governing digital applications accessed via the website.


  • UK experience preferred
  • BPSS Security Clearance preferred. You must be able to get this clearance!
  • DBS Checked within the last 2 years. Or ability to get a clear check quickly
  • Fluent English and excellent communication skills
  • User-cantered design / User-centric design experience
  • Acts on initiative – is able to think outside the box and not rely on someone feeding them requirements
  • Proactive Team player
  • Experience working Pre-discoveries and Discovery phase projects
  • Experience working with shifting requirements and low agile stakeholders
  • Experience gathering requirements from non-technical users and stakeholders
  • Experience working with User Researchers to gather requirements
  • Strong interpersonal skills (you must be able to lead meetings with rowdy stakeholders, someone too shy or timid won’t work)
  • Strong attention to detail (these clients can be picky, you must be experienced working on things like Gov, Law, Finance, Compliance – these all have to be precise)
  • Flexible working – in terms of requirements and methodologies these change a lot we so you will need to ensure you are ready to flex

Key Skills and Experience:

  • Technical understanding of networks, databases, and other technologies
  • Understanding of user-centric design, technology, and data perspectives with the ability to review and identify a range of available technology choices and make informed decisions based on user need and value for money.
  • IT operations- Ability to investigative IT Service problems and develop opportunities in existing processes, driving the collection of information and creation of recommendations for improvements.
  • IT delivery -encompassing scoping, specifying, costing, build and test, deployment, support and maintenance of IT software systems,
  • Asset and configuration Management
  • Stakeholder analysis
  • Detail orientated and able to deliver to a high level of accuracy
  • Business facing- Oral and written communication (process maps, user stories etc.)

Core responsibilities:

  • Identify and map the current processes used by each area (chemical, flammability, mechanical, electrical and metrology).
  • How data is used, extracted, and presented for each piece of apparatus.
  • Establish how connection is made to servers via laptops and desktops.
  • Review outdated current software (off the shelf and bespoke) and seek areas of enhancement.
  • Review how lab technicians would like each area to work going forward.
  • How long data is needed to be retained.
  • Identify what data is being stored on the servers (legacy application).
  • Create and manage an asset management log inclusive of Hardware/software/logons.
  • Conduct face to face meetings with technicians in Teddington to review business processes.
  • Schedule regular update meetings with OPSS digital to show findings and to identify future wants and needs.
  • Identify current costings for external services (helpdesk, storage, licenses).
