  • Historically IT decisions have been distributed across countries and functions, with some global platforms, regional/ country systems, and functional/ site systems – the OneTech strategy, and this initiative, aims to implement common framework, processes and decision-making.
  • This is one of several streams of work to implement clients “OneTech” strategy, under the recently appointed Global CIO.
  • The business currently operate a complicated IT landscape, with a mix of global platforms, regional IT systems, and country/site specific solutions which are owned/operated locally.
  • These local solutions may have been selected/ implemented/ supported without alignment to the clients-wide framework/ standards/ requirements.
  • This creates additional complexity, cost, etc, and potential exposures to risks, cyber, data, reputational, etc.
  • The overall Compass strategy and OneTech strategy are aligned on the need to simplify and drive scale where possible, to enable sharp focus on activities that differentiate and add value.
  • Some exercises have been carried out to gather data and address this topic, but only with the changes in strategy and roles are we now in a position to really drive the change.
  • We have secured seed-funding to move forward with this initiative.
  • The business has a mix of data sources in place or underway to support this initiative, but limited visibility of local solutions.


  • The overall role is to manage the delivery of Shadow IT programme of work, comprising:
  • Identifying, analysing and classifying Shadow IT (spend, systems, suppliers, etc)
  • Identify treatment path for each shadow IT system – e.g. replace, rationalise, remedial work, continue as-is, etc;
  • Identify risks to be addressed – e.g. cyber, data, supplier, etc
  • Establish the processes to manage ongoing Shadow IT – e.g. selection/ implementation/ operation of systems in line with OneTech strategy
  • Work with the service line director to select and manage 3rd party resources to drive the AppRat programme – including establishing their TMO/PMO capability
  • Completing the Business Case to secure funding for implementation;
  • Establish links to other relevant parts of the business- e.g. application finance, service introduction, CMDB, etc
  • Current scale – we understand the spend to be around €500m in Shadow IT. Target is to deliver savings of €40m annually. Expected duration 18-24 months
  • This role reports through the Compass BC programme governance – currently in design – through to UniOps exec

Target Outcomes and Results:

  • Within 3 months:
  • Define list of Shadow IT items and document as-is Shadow IT landscape
  • Define a plan to deliver €40M savings in ’22 and €40M savings in ’23
  • Validate non-UniOps spend on the IT application and services (based on the IT spend assessment and inputs from the countries)
  • Identify rationalisation opportunities in the Shadow IT spend
  • Define the high level operating model requirements to address and manage Shadow IT spend
  • Deploy a PMO office to own and track the overall Shadow IT opportunities
  • Note that Rationalisation Opportunities may then be transferred into the AppRat workstream for execution, and that risk reduction actions (e.g. cyber, data, etc) will be transferred to the relevant UL teams for execution.

Key considerations:

  • Culturally, the business has been quite decentralised, with a federated style – this has led to a fragmented application landscape – implementing this Shadow IT programme is part of a new aligned approach, at a time when the wider organisation is also changing structure.
  • Key to success in this initiative is the engagement and collaboration with ‘UniOps in Market’ teams – these teams work in the regions, with dotted line to CIO organisation – and will play an essential role at all stages of this project.
